U2 vs LAX ATC system

[Doug Gentges]

U2 depot maintenance and production flight test is at Air Force Plant 42 in
Palmdale.  The Dragon Lady is a regular in cactus center airspace.  Not
sure why there would be an issue this time compared to any of the other
flights that occur several times a week.
