From T-MARC -- April 2014 146.000 SIMPLEX ?

The problem is that people will look at the ARRL 
band plan and not read the footnote for 146.400 
and research local usage before going on the air. 
The band plans came after the bands were in use. 
There are some 1 Mhz split repeaters around and 
the like that are exceptions to the band plan.
