Does anyone know what this is?

This topic has got me in a tailspin.

I was sure that AIS1 and AIS2 channels were 161.975 and 162.025,... but
sure enough, I do see several articles listing the freqs as 162.075. Of
course, a simple typo by someone, in a document published on the Web, can
lead to all sorts of fear, uncertainty and doubt (FUD).

The modulation technique for AIS1 and AIS2 means that it is virtually
impossible to detect any audio at all. The WAV file is definitely not any
kind of AIS that I have ever heard before....
