The short answer is, I believe, yes.
Condo covenants and such, which you would sign as you buy into the Condominium  agreement, would in fact take precedence
over Virginia or U.S. Federal law, because you freely agree to be bound by these covenants.
Still, you should check with a lawyer (he needs your money more than you do...)
