FCC Requests comments on BPL issues (7/20/2009)

the good news is that the complete restart of the process
is the kind of thing that scares the willies out of potential
investors. several BPL projects which were looking to
raise money before this ruling happened who were already having
trouble because of regulatory uncertainty. if those fold,
it's not clear what a funded project could actually deploy.

this might be a killing blow.
