IEEE: A radical new router ?

for the life of me, i cannot understand how Larry Roberts keeps getting
funded. his previous project, Caspian, left a $350 million dollar
smoking crater.

it seems this new project is doing more of exactly the same thing which
didn't work the previous time.  it's really deja vu all over again.

the only think i can figure is that he's got pictures of somebody
"inflagrante delicto".
