Updated Charleston tarball on web sites

I installed Quisk 3.4.8 on my next-best computer tonight (Dell XPS420 
quad-core), mainly to test the charleston install instructions.  I found 
one small typo in a step, where there was "dist_packages" shown instead 
of the correct "dist-packages".  I edited and updated the files on my 
web site (www.knology.net/~tfox) and the AMRAD web site (www.amrad.org, 
sdr & dsp section).

Please discard any previously downloaded copies, or correct the 
charleston installation instructions.

Note that all code is correct, and has not changed.  Only the install 
instructions have been edited.
