Switched dipole array for Doppler RDF rig

I am home-brewing a updated Roanoke style DDF. I can't use a monopole
array because there is not enough metal roof on my car for a ground plane.
A dipole array might be a work around. I have been experimenting with the
circuit below with positive some results. The PCB uses through hole BNC
connectors side by side mounted on opposite sides.

Starting with the 1000 ohm resistor I was getting a VSWR of over 12 on both
UHF and VHF. I tried lower value resistors and finally changed the
resistor to a 5 mH inductor and was able to bring down VSWR on VHF to under
2. It's still high on UHF.

Any better ideas or insights would be appreciated.
